Programme profile

The Degree Programme for Businessand Public Administration Consultant aims to produce graduates with a solidgrounding in law and general culture, enabling them to grasp any future changesto the law, and specific knowledge of the main areas of the law. A graduatefrom this degree programme will be versed in individual labour relations lawand trade union law, as well as in welfare, safety and social security; he/shewill also be familiar with the regulations underpinning public administrationsand the discipline of individual and collective forms of business. He/she willknow the basic issues of the macro- and micro-economy, which serve tounderstand the structure of markets and market agencies.

By the end of their studies,graduates know – and can apply in a specific organization or company setting –the legal obligations relevant to communication and information processes. Theywill be able to apply transport and tourism regulations in specific cases,especially the forms of negotiation in the transport and tourism sectors; theywill be able without assistance to consult legal databanks and use ICTresources.

The degree programme is subdividedinto two separate curricula, respectively: CONTRACTS, BUSINESS andTRANSPORTATION and LOCAL GOVERNMENT.

The teaching programme comprisesfive main learning areas:

- PRIVATE LAW, entailing knowledgeof the basic institutions of private law at a national and international level,as well as the main components and principal legal issues connected with thefollowing areas of law: contract, bankruptcy, transportation, intellectual property,agriculture. Such expertise pertains especially to the Contracts, Business andTransportation curriculum.

- PUBLIC LAW, entailing knowledgeof: the legal system (how powers are structured and function, the rules which Stateauthority enjoins on consociates so as to preserve the system intact andeffective, at a national and supranational level); how administration isdeployed between central and local government; the functioning ofadministrative acts and of administrative justice, both nationally andsupranationally; the institutions of the European Union, their jurisdiction,acts and bearing on the Italian system; the main components and principal legalissues connected with the following areas of law: constitution, regions, townplanning, awarding of contracts, environment, tourism, criminal code. Suchexpertise pertains especially to the Local Government curriculum.

- LABOUR LAW, entailing knowledgeof: the rules governing work relationships; trade union law; the mechanisms ofjustice underpinning the labour market; the discipline of health protection andsafety at the workplace; the basis of the national welfare system; relationswith inspection public authorities, including sanction procedures underadministrative and criminal law.

- ECONOMICS-FINANCE-MANAGEMENT, entailinglegal knowledge of the laws governing companies, finance markets and creditinstruments; tax regulations concerning substance, procedure and trial; thefiscal implications of setting up, running and liquidating a company; the essentialsof economic policy and problems of developing local economic systems; publicfunding and public funding management; the links connecting economic, financialand commercial issues to constitutional law, administrative law, socialsecurity law and accountancy; the various problem areas arising in the courseof planning, organizing and implementing business strategies; the economic andinstitutional mechanisms governing the floating of companies; identification(in specific instances) of the main factors leading to choice of certainorganization structures, strategies and managerial decisions.

- METHODOLOGY, entailing transversalknowledge of a) the main branches of the law (including a solid methodologicaland cultural training by which to understand changes to regulations), theorigins and historical evolution of the law and the comparative method as a keyto deeper understanding of the origins and raison d'être of the main legal institutions;and b) the linguistic and ICT know-how serving the functioning of the law.

The degree programme is supplementedby course units designed to take the basic notions to a deeper level and toprovide much-needed skills in specific areas, completing the vocationaltraining. To ensure the requisite connection between academic background andprofessional training, some structured links with the professional andmanufacturing world have been forged: training internships are scheduled insidepublic and private host organizations with a view to giving students the toolsof the trade that the working world calls for. A large part of the process ofdeepening and working through the knowledge input is left to the student's ownprivate study, going over the information acquired until it is mastered.

The students' ability to apply whatthey have learned is tested by oral and written exams, as well as assessment ofpersonal special papers, presentation of mini-theses, and group discussion ofissues giving students a chance to display their command of the tools and methodstaught during the programme.
